The central government has made the Aadhaar Card mandatory for Divyang Persons to avail the benefits of the Skill Development Scheme. Now, without an Aadhaar card, the benefit of this scheme will not be available. To get this facility, it will be necessary to provide an Aadhaar number or a receipt of Aadhaar card application. This rule has been brought to ensure transparency and proper delivery of government schemes to the Divyangjan.

The government has issued a notification stating that those who do not have an Aadhaar number should immediately apply for an Aadhaar card. Until the Aadhaar number is received, they will have to submit some other identity proof such as a birth certificate, school record, or any other valid proof. The purpose of this step is to ensure that the benefits of the scheme reach only the eligible and needy people.

No eligible child will be deprived of benefits

The Ministry of Social Justice and Empowerment has clarified that no eligible disabled child will be deprived of the benefits of this scheme due to a lack of Aadhaar or failure in authentication. The ministry has said in the gazette notification that Aadhaar authentication is necessary for benefits such as Transport Allowance, Food and Accommodation, and Cash for Transport under the Skill Development Scheme.

The Government of India launched this scheme for the Divyangjan in 2015. The main objective of this scheme is to provide high-quality training to enhance the skills of Divyangjan (PwD) so that they can get employment. This scheme of the Central Government is part of the comprehensive “Scheme for Implementation of Rights of Persons with Disabilities Act” (SIPDA). It aims to bring disabled people into the mainstream of society.

The Ministry gave instructions to the agencies

The ministry has instructed all the concerned agencies to set up Aadhaar Enrollment Centers at convenient locations or become registrars themselves, so that the disabled people can easily get the facility of enrollment and Aadhaar card update. This step will make the process of making Aadhaar easier for disabled people, so that they can avail the benefits of the scheme without any hindrance.
