8th Pay Commission – How Much Will Your HRA Increase? How Fitment Factor Affects Your Salary

HRA and other government schemes for government employees: If you are a government employee, this news could be very important for you. A government employee’s salary includes more than basic pay; it also includes HRA (House Rent Allowance), DA (Dearness Allowance), and other allowances. HRA is particularly crucial for employees living in rented accommodation.

The HRA amount is determined based on the employee’s basic pay and the classification of the city they reside in. Additionally, employees benefit from facilities such as DA, pension-related schemes, and government housing. Let us understand in simple terms what HRA is, how much is received, and the circumstances under which it is not provided.

What is HRA

HRA stands for House Rent Allowance and is provided to eligible employees living in rented accommodation. For central government employees, under the 7th Pay Commission, HRA is awarded based on city categories: X, Y, and Z.
For cities in the ‘X’ category, HRA is 24% of the basic pay. For ‘Y’ category cities, it is 16% of the basic pay, and for ‘Z’ category cities, it is 8% of the basic pay. This simply means that the higher the employee’s basic pay, the higher the HRA amount will be, subject to eligibility.

HRA may increase with a rise in DA

HRA rates are linked to DA (Dearness Allowance). According to government rules, HRA rates are revised when DA crosses certain thresholds. Under the 7th Pay Commission rules, HRA rates are revised to 27%, 18%, and 9% when DA exceeds 25%, and to 30%, 20%, and 10% when DA exceeds 50%. This applies to cities categorised as X, Y, and Z.

How City Categories Are Determined

For House Rent Allowance (HRA), cities are primarily classified into ‘X’, ‘Y’, and ‘Z’ categories based on population. Under the 7th Pay Commission rules, the criteria are: a population of 50 lakhs or more for the ‘X’ category, between 5 lakhs and 50 lakhs for the ‘Y’ category, and less than 5 lakhs for the ‘Z’ category. However, the specific HRA applicable to an employee is determined based on the relevant government order.

HRA Eligibility When Provided with Government Accommodation

If an employee is allotted government accommodation, they generally do not receive HRA benefits for that period. Therefore, it is crucial to understand the rules regarding both housing and HRA. Special rules regarding HRA may apply when both spouses are government employees and government accommodation is allotted; in such cases, consult the department’s specific regulations.

How to Avail HRA Tax Exemption

A significant benefit of HRA is its income tax exemption. According to the Income Tax Department, an HRA exemption is available under Section 10(13A) of the Income Tax Act under the old tax regime; however, it is not available under the new tax regime. Several factors are considered when calculating the tax exemption on HRA.

Keep Rent Receipts Safe

Employees living in rented accommodation who want to claim HRA tax benefits must carefully preserve rent receipts and related documents. These receipts may be required for HRA calculations when filing income tax returns with the Income Tax Department. Consequently, employees should keep receipts for monthly rent payments safe.

What is DA?

Dearness Allowance (DA) is a component of a government employee’s salary. Its primary objective is to mitigate the impact of inflation. DA is revised periodically. An increase in Dearness Allowance (DA) impacts an employee’s total salary and, in some instances, affects the calculation of other associated allowances.

Pension-related schemes

Government employees are assured financial security post-retirement. Pension rules may vary depending on the employee’s category and the state of employment. The National Pension System (NPS) is a primary pension scheme; however, decisions regarding the Old Pension Scheme have been taken at different times across various states. Therefore, employees must understand the specific rules that apply to their respective departments.
