Free Ration Update: Big relief for Ration Card holders. The government is contemplating a significant overhaul of the ration distribution system under the Antyodaya Anna Yojana (AAY). As per the new proposal, beneficiaries of AAY may now receive 7 kilograms of food grains for each person every month. However, there will be a cap of 35 kilograms of food grains for any family. This adjustment aims to offer greater support to larger impoverished families.
Proposal to modify the National Food Security Act
The Department of Food and Public Distribution has drafted amendments to the National Food Security Act, 2013. The Food Ministry is seeking public feedback on the National Food Security (Amendment) Bill, 2026, until July 13. Currently, AAY families receive 35 kilograms of food grains monthly, irrespective of their family size, while priority families get 5 kilograms per person.
The government points out that the existing system leads to larger AAY families receiving less food grains per capita compared to priority families, despite AAY beneficiaries being among the most disadvantaged and vulnerable. Hence, legal amendments are proposed to rectify this imbalance.
Grain distribution will be based on family size
Under the new system, an AAY family with two members will get 14 kilograms of food grains monthly, while families with five or more members will be eligible for a maximum of 35 kilograms. The adjustments will be minimal for smaller families, but larger families will benefit from increased food grain allocations. The government has indicated that this amendment is part of a larger effort to enhance food and nutrition security.
The goal is to ensure that those in need receive sufficient and quality food at reasonable prices, in line with the principles of the National Food Security Act, 2013. At present, rice and wheat are provided free of charge to priority households and Antyodaya Anna Yojana beneficiaries.
Many inequalities based on family
The Department of Food and Public Distribution, while releasing the draft of the National Food Security Amendment Bill 2026, said that currently under the Antyodaya Anna Yojana, there is a provision of providing 35 kg ration every month considering the family as a unit . According to the proposed change, it has been said to provide 7 kg ration per person. However, the limit of 35 kg per month per family will be maintained.
