8th Pay Commission – Another update regarding 8th Pay Commission is here. The formation of the 8th Pay Commission has been announced. Now the biggest task that the Narendra Modi government has to do is to prepare the Terms of Reference (ToR) in it. Experts say that its preparation begins with the formation of the Pay Commission. This is the document on the basis of which salary, increment, promotion and pension etc. are decided.
The Central Employees Union is also putting pressure to prepare it quickly. Because the revision of the salary and benefits of central employees is due in January 2026. If the action is not completed on time, there is a possibility of delay in it.
More than 1 crore central employees and pensioners will benefit from the 8th Pay Commission. Their salary will increase in 2026, 10 years after January 2016. The main increase in this will be in the basic salary. A senior official of the government employees’ union NC-JCM said that we have called upon the government to select the members of the 8th Pay Commission and make the ToR soon.
What is ToR
According to HS Tiwari, General Secretary of the All India Audit and Accounts Committee, a ToR was prepared during the formation of the 7th Pay Commission. During that time, the pay band was replaced by the pay matrix. Now it remains to be seen what equation the government brings. The ToR has the following aspects:
Revision of salary structure
To carry out a comprehensive review of the salaries, allowances and other benefits of all Central Government employees. To review the need for changes in the current pay structure, especially in line with inflation, cost of living and employee demands.
Pension reform
To review the pension structure of retired employees. To consider the anomalies related to old pension scheme vs new pension scheme.
Talk on Allowances
Study and recommend all existing allowances- HRA, DA, TA etc. Suggest new allowances if needed.
Exploring the possibility of linking salary
increments to performance evaluation. Recommendations to increase transparency in promotion methods. Measures to reduce pay disparities across various services and cadres. Suggestions on special issues of women, Divyaangjan and employees working in remote areas.
