Ration Card Rules 2026: If you are a ration card holder and are taking advantage of the free and subsidized rations provided by the government, this news may be important for you. The government recently made changes to the ration card system. The Delhi Food Security Rules, 2026, were implemented to make the public distribution system more transparent. This system has been implemented by the Delhi government. Under the new rules, significant changes will be seen in both the eligibility and application process for ration cards. The government says this will prevent unfair beneficiaries and ensure subsidies reach the right people.

Government Increases Income Limit

According to the new rules, the annual family income limit for a new ration card has been increased from Rs 1 lakh to Rs 1.2 lakh. This means that families with a total annual income of up to Rs 1.2 lakh can now apply for a ration card. When applying, families will need to provide proof of income, which must be issued by the Delhi government’s Revenue Department.

Applications will be made via mobile phone

Now, there will be no need to visit any government office to obtain a ration card. The application will be completely digital and can be completed via mobile or laptop. Under the online system, every application will be rigorously scrutinized to prevent ineligible individuals from benefiting from the scheme. A separate system has also been established to address complaints.

For information, the new rules implemented under the National Food Security Act, 2013, aim to address systemic deficiencies. The government has clarified that accountability in the supply of subsidized rations will be increased, and the entire process will be made more transparent.

These people will not receive a new ration card

The new rules clearly state which families will not be issued ration cards. If a family’s annual income exceeds ₹1.2 lakh, it will not be eligible. Families with private property, any member who pays income tax, owns a private four-wheeler, or has an electricity connection of more than 2 kilowatts will also be excluded from the scheme. Furthermore, families with government jobs or those already benefiting from other government food subsidy schemes will also not receive a new ration card.

The eldest woman in the household will be considered the head of the household

The government has also stipulated in the rules that the eldest woman in the family will be considered the head of the household. If the eldest woman is under 18 years of age, a male member will be considered the head of the family until she reaches the age of majority. Once the woman turns 18, she will automatically become the head of the household.

Required Documents for Application

When applying for a ration card, you will need to provide Aadhaar card details for the entire family. Along with this, you will need to provide a residence certificate, income certificate, and, if you already have a ration card, its details. Additionally, a self-declaration stating that the family does not fall under the ineligible category will be required.

Who will investigate, and how will the decision be made?

A committee will be formed in each district to investigate ration card applications. This committee will be chaired by the District Magistrate or an officer authorized by him. The committee will include two MLAs, a Sub-Divisional Magistrate, and the Assistant Commissioner of the Food and Supplies Department. The Assistant Commissioner will serve as the Secretary of this committee.

Timeframe for Redressal of Complaints Fixed

The new system establishes a two-tier system for complaints. Serious cases will be required to be addressed within 24 hours, while minor complaints will be resolved within 15 days. If a resolution is not achieved within the stipulated time, the matter will be referred to a senior district-level official, usually the Additional District Magistrate.
