The first and foremost condition is that you should not have any permanent (pakka) house in any part of the country.
Whether you can apply for this scheme or not depends on your income group and your annual income:
Economically weaker people, their annual income should not exceed ₹3 lakh.
The annual income of people belonging to this category should be between ₹3 lakh to ₹6 lakh.
If a person belongs to the Middle Income Group-1, then his annual income should be between ₹6 lakh to ₹9 lakh.

Eligibility Criteria for Rural Areas
If you live in a rural area and want to avail of the benefits of Pradhan Mantri Awas Yojana, then there are some different eligibility rules for you:
The applicant of the rural area must be listed in the Socio-Economic and Caste Census (SECC – Socio-Economic and Caste Census) data. This census is done by the Ministry of Rural Development and contains details of the economic and social status of the families.
If a person has a kutcha house in the village, then he will also be considered eligible for this scheme.

You have to submit an affidavit, in which it is clearly written that you do not have any permanent (pukka) house in any part of the country. This is a legal declaration.
Aadhaar card is mandatory for your identity and address proof.
If you have a MNREGA job card, attach it too. It can help to prove your rural background and income status.
You have to give complete details of your bank account (account number, IFSC code etc.), because the financial assistance received under the scheme will be deposited directly into your bank account.
