Under the new regulations established by Indian Railways, individuals apprehended for the first time for such thefts may be sentenced to one year in prison or fined up to Rs 1,000, as stipulated by the Railway Property Act of 1966. In cases of repeat offenses, the penalties become significantly harsher, with a possible five-year imprisonment and additional fines.

According to a railway report from 2017-2018, Western Railway reported the theft of approximately 195,000 towels, 81,736 bedsheets, and numerous blankets and pillows, resulting in considerable financial losses for the organization. Despite these alarming statistics, the theft of such items continued unabated, prompting Indian Railways to take decisive action.
