At the beginning of 2026, the central government implemented a major and far-reaching reform in the fertiliser subsidy system. To make the approximately ₹2 lakh crore fertiliser subsidy more transparent, faster, and technology-driven, the government has launched the Integrated e-Bill System. This new system is bringing the entire administrative framework related to fertiliser subsidies onto a digital platform.

Entire Fertiliser Subsidy Operations to Go Digital
Union Fertiliser Minister Jagat Prakash Nadda, while formally launching the system, said that this initiative is a strong step towards digital governance, moving away from human-dependent and paper-based processes. The new system will not only bring transparency to government operations but will also ensure much faster payments to fertiliser companies.

Payment Process to be Online and Trackable
According to Fertiliser Secretary Rajat Kumar Mishra, this digital platform is a crucial initiative towards modernising the department’s financial operations. This system has been developed through technical coordination between the Fertiliser Department’s Integrated Financial Management System and the Public Financial Management System under the Ministry of Finance. Through this system, the status of every subsidy payment can be tracked online.

Real-Time Monitoring of Expenditures
With the help of the Integrated e-Bill System, real-time monitoring of expenditures on fertiliser subsidies will now be possible. Reporting and control of all payments at the central level can be done from a single platform, which will strengthen financial discipline and allow for the timely identification of any irregularities.

Benefits for Both Companies and the Government
This new system will allow fertiliser companies to submit their subsidy claims online and view the payment status at any time. For the government, it will reduce the expenditure on physical files, documents, and office processes. Additionally, a complete record of the subsidy amount will be available digitally.

NBS Approved for Rabi Season 2025-26
It is noteworthy that the government had approved the Nutrient-Based Subsidy (NBS) rates for phosphatic and potassic fertilisers for the Rabi season 2025-26 in October 2025. This scheme will be in effect from October 1, 2025, to March 31, 2026. Under this scheme, providing fertilisers to farmers at subsidised rates is a priority for the government.

The government has allocated a budgetary provision of approximately ₹37,952.29 crore for the Rabi season 2025-26, which is about ₹736 crore more than that for the Kharif 2025 season. The implementation of the new e-billing system will ensure the effective and transparent utilisation of this budget.
