Under these new rules, not only has ration card making become completely digital, but the eligibility criteria have also been tightened. The government’s primary goal is to ensure that the benefits of the public distribution system reach only those families who are truly economically vulnerable and deserving.
This new change will remove thousands of ineligible individuals from the scheme, preventing wasted government resources and freeing up quotas for those truly in need. New Categories of Ineligibility for Ration Cards

The Delhi government has now clarified that affluent and resourceful families will not be granted ration cards, for which seven special categories have been established. According to the new rules, if your entire family’s total annual income exceeds ₹120,000, you will not be able to apply for this scheme, as the government has adopted a very strict approach regarding the income limit. Furthermore, if any family member owns a permanent house or flat in Delhi’s A, B, C, D, or E category posh colonies, they will also be considered ineligible.
Furthermore, households with an electricity connection of more than two kilowatts or owning a car or other four-wheeled vehicle have been excluded from the scheme, placing them in the economically weaker section. Income tax payers and families of permanent government employees will also be denied ration cards to maintain transparency.

Digital Verification

The government has completely eliminated the old ‘self-declaration’ system, and eligibility verification will now be based entirely on digital and online data matching. It will now be mandatory to provide an official income certificate issued by the Revenue Department for a ration card, the authenticity of which will be verified directly from the government database. The online system will now directly match your information with data from the Income Tax Department, RTO, and electricity distribution companies, making it impossible to submit fraudulent information.
If any discrepancy is found between the information provided in the application and the digital records, the application will be rejected without delay, ensuring that only honest and eligible individuals receive benefits. District-level committees will now approve the issuance of new cards only after thoroughly digitally verifying each application, completely eliminating corruption and the role of middlemen in the system.

New Online Application Process

The old manual paperwork has now been completely eliminated, and the Delhi government has officially recognized only online registration. To apply under the new rules, you must register on Delhi’s e-District portal, where it’s mandatory to provide the Aadhaar numbers of all family members. You’ll also need to digitally submit your current residence certificate, a valid income certificate, and an electricity bill for address verification.
It’s important to note that the oldest female member of the family will now be considered the “head of the family” on the ration card, and the card will be issued in her name. Applications will be scrutinized by a special committee headed by the District Magistrate, who will prioritize the poorest and most needy families and allocate them ration cards.
