A total of Rs 72,901.30 crore in debt, which includes market borrowing, has been approved. A two percent rise in dearness allowance has been confirmed for state employees and pensioners, raising the DA to 60 percent from the previous 58 percent.
Additionally, several key decisions have been made to promote electric vehicles, generate employment, empower women, and position Bihar as a frontrunner in the realm of Artificial Intelligence.
These proposals were ratified during a state cabinet meeting led by Chief Minister Samrat Chaudhary on Wednesday. Eighteen proposals received approval at this meeting. Employees and pensioners who are compensated under the Seventh Pay Commission will now benefit from a 60 percent dearness allowance, up from 58 percent.
For those on the sixth pay scale, the dearness allowance will increase to 262 percent from 257 percent. Meanwhile, individuals receiving salaries and pensions under the Fifth Pay Commission will see their dearness allowance rise to 483 percent from 474 percent. This government decision is set to provide financial relief to millions of state employees and pensioners.
Following the meeting, Chief Secretary Arvind Chaudhary announced that the state government has approved the raising of a total loan amounting to Rs 72,901.3097 crore, which includes market loans for the financial year 2026-27. Out of this, Rs 64,141.282 billion will be sourced through market borrowing. The government has stated that these funds will be allocated for development projects, infrastructure initiatives, and various public welfare programs.
The government has approved the “Mukhyamantri Bihar Paryavaran Anubhav Parivahan Rojgar Yojana.” The scheme’s primary objective is to reduce vehicular pollution and ensure that EVs comprise at least 30 percent of total new vehicle sales by 2030. It will also support the global “EV 30 at 30” campaign. The government believes the plan will increase public acceptance of electric vehicles. Electric vehicles will be available for transportation in rural areas and employment opportunities will also be created through commercial electric vehicles.
Changes to the Bihar Electric Vehicle Policy, 2023
The state government has given the green light to changes in various sections of the Bihar Electric Vehicle Policy, 2023. This policy will offer incentives for buying and registering electric cargo three-wheelers, two-wheelers, and non-commercial four-wheelers specifically for women.
The funds will be sent directly to the beneficiaries’ accounts via Direct Benefit Transfer (DBT). The government believes that offering incentives to women for acquiring electric two-wheelers and four-wheelers will empower them to be more self-sufficient.
