8th Pay Commission: Big news for central government employees. On Monday, April 13th, a pivotal day is anticipated for central government employees and pensioners. A key meeting of the drafting committee of the National Council of Joint Consultative Machinery (NC-JCM) is set for April 13th. During this meeting, the share memorandum for the 8th Pay Commission will be finalized. It is expected that discussions on fitment factors, allowances, and salaries will occur at this gathering.

These employee-related issues will be addressed

This meeting holds significance as it will consolidate all major topics concerning employees’ salaries, pensions, and service conditions to present them to the Commission. A prior meeting took place on March 12th, where these proposals were reviewed.

Employee organizations have submitted numerous recommendations to the Commission. Recently, NC-JCM Secretary Shiv Gopal Mishra reached out to the Commission, urging the inclusion of nine additional issues. Earlier, the Commission had circulated a list of 18 questions, inviting feedback from all stakeholders.

The commission is expected to present its regulations within 18 months

The government has already established the 8th Pay Commission and finalized its guidelines. The commission has been allotted 18 months to deliver its recommendations. Its role is to assess employees’ salary structures, allowances, pensions, and other benefits.

Monitoring the fitment factor

The fitment factor is the most contentious issue among employees. This multiplier is used to calculate employees’ salaries. Employee organizations are advocating for an increase to 3.25 or higher, to ensure salaries are sufficiently raised in accordance with inflation.

Request for DA and its integration

At present, employees receive a 58% dearness allowance (DA), which is anticipated to rise to 60%. Additionally, employee organizations are pushing for the DA to be incorporated into the basic salary. If this occurs, the basic salary will rise, along with other benefits such as HRA, TA, pension, and gratuity. The memorandum prepared after the April 13th meeting will address these points. Meeting will serve as the basis for the Pay Commission. This will impact the salaries and benefits of millions of employees and pensioners.
