Delhi Govt Raahveer Scheme: No longer will the injured be left unattended during an accident on the roads of the capital Delhi, as the Delhi government has taken a revolutionary step to promote humanity. Chief Minister Rekha Gupta has taken the historic decision to fully implement the Central Government’s ‘Raahveer Scheme’ in Delhi. The primary objective of this scheme is to ensure immediate transportation of the injured to the hospital during the most crucial time after a road accident, known as the ‘Golden Hour’.
Main Objective of the Raahveer Scheme
The primary goal of the Raahveer Scheme is to minimize the number of deaths in road accidents. Medical experts believe that if an injured person is taken to a trauma center or hospital within the first hour (golden hour) of an accident, their chances of survival increase manifold.

It’s often seen that people hesitate to help an injured person on the road due to fear of police interrogation or legal complications. The Raahveer scheme is a strong effort to eliminate this fear, encouraging ordinary citizens to help without any hesitation, just out of humanity.
Reward from ₹25,000 to ₹1 lakh
The financial assistance framework under this scheme has been designed to be very attractive and motivating to inspire people to serve selflessly. Every eligible person who takes a serious road accident victim to the hospital within the golden hour will receive a cash reward of ₹25,000. Even if more than one person helps in a single accident, the maximum amount will remain at ₹25,000.
Additionally, the 10 best pedestrians selected throughout the year will receive a special national-level award of ₹1 lakh each and a citation. This recognition will not only provide financial assistance but also elevate their social standing.
Strong Legal Protection Shield
The Rahveer Scheme is fully aligned with the ‘Good Samaritan’ rules notified under the Motor Vehicles Act 2019. Under these rules, citizens who volunteer to help are provided with complete legal protection. The police or hospital administration will no longer subject the person who helps to the hospital to unnecessary questioning without their consent.
Nor will they be repeatedly summoned to the court or police station to testify. This legal shield is designed to remove the age-old fear from citizens’ minds, which has previously been a major obstacle to becoming a lifesaver.

Selection Process and Payment
To ensure transparency in the scheme, a high-level evaluation committee will be formed at the district level. This committee will consist of the District Magistrate, a senior police officer, the Chief Medical Officer, and the Regional Transport Officer. This committee will investigate the claims of those who helped the injured and evaluate their courage.
The reward amount will be transferred directly to the bank accounts of the selected passersby through online transfer (DBT). This entire process will be recorded on a high-tech digital platform to eliminate any potential for corruption. The central government will also provide initial grants to the states for this scheme, ensuring there will never be a shortage of funds.
