According to the information in the news, this new rule can be implemented in all three formats. Players playing in Test matches, ODIs and T-20 will come under the purview of this rule. These new rules will end the culture of choosing matches as per their wish. However, this does not mean that workload will be completely ignored, but in future decisions will be taken according to the current situation of every player.
