In such a situation, NC-JCM (National Council-Joint Consultative Mechanism), representing the central government employees and pensioners, has intensified the demand to make public the Terms of Reference (ToR) related to the formation of the 8th Central Pay Commission. The letter states that the Ministry of Personnel, Public Grievances and Pensions (DOPT) had informed in January this year that the Government of India has decided to constitute the 8th Central Pay Commission and the Terms of Reference (ToR) for the said commission is currently being finalized. In addition, serious concern has also arisen among the Central Government pensioners, especially due to the notification of the Finance Bill, which states that the government has the discretion to grant or not grant the benefit of pay fixation under the 8th Pay Commission to pensioners, the letter said.
