8th Pay Commission: The Eighth Pay Commission is eagerly awaited by both central government employees and pensioners. It is expected that the Commission will present its recommendations to the government in the first half of the upcoming year. Ahead of this, various employee groups are calling for modifications to the Terms of Reference (ToR) of the 8th Pay Commission. The main demand is to eliminate references to the “unfunded cost” of the “Non-Contributory Pension Scheme.”
These organizations, including the Bharat Pensioners Samaj (BPS) and the All India Defence Employees Federation (AIDEF), argue that pensions should not be considered merely as a government expense but as a crucial financial safety net for retired workers. Their goal is to enhance the quality of life for retired employees and their families, including adjustments to pensions and family pensions for those retiring before January 1, 2026.
The possibility of these changes remains uncertain at present. Although there has been no official communication on this matter, if the government deems it necessary to address additional concerns and include them in the Commission’s scope, adjustments to the ToR could be made. Past instances with previous pay commissions demonstrate that ToRs can be revised.
The ToR for the 5th Pay Commission underwent four revisions between 1995 and 1996. Similarly, the Sixth Pay Commission was revised twice, and the ToR for the Seventh Pay Commission was amended in September 2015 to extend the report submission deadline. Therefore, modifications to the ToR for the Eighth Pay Commission are also plausible.
The decision to incorporate changes regarding pensions for those who retired before January 1, 2026, in the ToR will ultimately be a governmental policy choice. It is noteworthy that the Cabinet approved the ToR for the 8th Pay Commission through an official announcement on October 28, 2025.
The committee for the Eighth Pay Commission was established in November of the previous year, followed by the launch of its official website in February 2026. This website serves as a platform for the Pay Commission to provide updates on its proceedings and gather input from stakeholders. Scheduled meetings of the 8th Pay Commission with employee unions and stakeholders are set to take place in Rajasthan on August 31st and in Tamil Nadu on September 7th.
