8th Pay Commission: The upcoming significant pay adjustment for government employees depends on the outcome of the 8th Pay Commission. Similar to how the stock market evaluates key metrics to assess a company’s worth, the fitment factor is crucial in this context. This factor will be the foundation for transitioning the current basic salary to the new basic salary.
The Commission has yet to finalize this, but discussions are underway with estimates ranging from a cautious 1.83 to 2 and up to 2.57. The fitment factor acts as a multiplier that helps convert the existing basic salary into the updated basic salary.
The straightforward formula is:
Existing Basic Salary × Fitment Factor = New Basic Salary
The 7th Pay Commission utilized a fitment factor of 2.57. Now, conservative estimates for the 8th Pay Commission are between 1.83 and 2, while some employee and pensioner groups are advocating for a significantly higher fitment factor.
What will the basic salary rise to with a 1.83 fitment factor?
If a fitment factor of 1.83 is applied, the current basic salary of Rs 18,000 at Level 1 could rise to around Rs 32,940. Likewise, the current basic salary of Rs 44,900 at Level 7 could increase to about Rs 82,167, and the basic salary of Rs 56,100 at Level 10 could go up to roughly Rs 1,02,663.
What profit can be expected with a 2.00 fitment factor?
If the fitment factor is set at 2.00, the calculation will simply involve doubling the current basic salary. For Level 1, the basic salary could grow from Rs 18,000 to Rs 36,000, for Level 7 from Rs 44,900 to Rs 89,800, and for Level 10 from Rs 56,100 to Rs 1,12,200.
Basic Pay Calculation at Different Fitment Factors
Under the 7th CPC, the basic pay for Level 1 is Rs 18,000. With a 1.83 fitment factor, it becomes Rs 32,940, while a 2.00 fitment factor would raise it to Rs 36,000. For Level 2, the basic pay of Rs 19,900 becomes Rs 36,417 at 1.83 and Rs 39,800 at 2.00.
For Level 3, Rs 21,700 becomes Rs 39,711 and Rs 43,400, respectively. Level 4 rises from Rs 25,500 to Rs 46,665 or Rs 51,000. Level 5 goes from Rs 29,200 to Rs 53,436 or Rs 58,400, while Level 6 increases from Rs 35,400 to Rs 64,782 or Rs 70,800. At Level 7, Rs 44,900 becomes Rs 82,167 or Rs 89,800. Level 10 rises from Rs 56,100 to Rs 1,02,663 or Rs 1,12,200. For Level 13, Rs 1,23,100 becomes Rs 2,25,273 or Rs 2,46,200. At the top end, Level 18 basic pay of Rs 2,50,000 would become Rs 4,57,500 with a 1.83 factor and Rs 5,00,000 with a 2.00 factor.
What could the actual salary increase be?
A fitment factor of 1.83 or 2 does not automatically imply that an employee’s take-home salary will rise by 83% or 100%. The new system introduced by the Pay Commission, which includes DA, HRA, and other allowances, will also be considered alongside the basic pay. As a result, there are currently different estimates regarding the actual salary increase. Reports suggest that conservative estimates place the total salary increase at approximately 20-30%, moderate estimates at 30-50%, and the highest estimates exceeding 80%. However, these are merely estimates; the final increase will rely on government approval and the Commission’s recommendations.
What is the current status of the 8th Pay Commission?
The 8th Pay Commission is presently in the consultation phase. The Commission is gathering input from employee organizations, pensioner associations, unions, and other stakeholders. It is anticipated that the Commission will present its recommendations within 18 months from its establishment date of November 3, 2025, meaning the process should conclude by May 2027. The central government will then make decisions based on these recommendations.
A fitment factor of 3.83 is also being requested
In the meantime, the All India Federation of Pensioners’ Associations (AIFPA) has requested a fitment factor of 3.83 from the 8th Pay Commission. This proposal is among the highest made to date. Nevertheless, the report mentions expert estimates suggesting a conservative range of 1.83 to 2.00 and a moderate range of 2.00 to 2.57.
