8th Pay Commission: Big news for government employees. The 8th Pay Commission is highly anticipated by employees and pensioners for potential improvements. Presently, level one employees find it challenging to make ends meet in cities like Delhi due to the current basic pay and HRA. There are calls for a substantial increase in their basic pay and HRA to alleviate financial burdens. The 8th Finance Commission, established in November 2025, has 18 months to submit its report.
1. Increasing the family unit:
Employee organizations are advocating for an increase in the family unit through the 8th Pay Commission. Currently set at three units, proposals suggest raising it to 4.4 units, which could raise the fitment factor for a Level 1 employee.
2. Demand for higher HRA:
Various employee groups are pushing for higher HRA rates. Suggestions include raising HRA to 36 percent for city X, 24 percent for city Y, and 12 percent for city Z. Linking HRA to DA is also requested, with demands for increased transport allowance, such as a minimum TPTA of Rs 9,000 for a Level 1 employee.
3. DA merger request:
Employee organizations are urging for the merger of the 25 percent DA with basic pay to establish a stronger foundation for future salary adjustments. If approved, this proposal could lead to a substantial increase in salaries, with a Level 1 employee potentially earning Rs 61,344 with a fitment factor of 2.10, inclusive of higher HRA and revised TPTA.
