Preparing to Strengthen the Barrier-Free Toll System
The government is rapidly moving towards implementing a barrier-free tolling system across the country. This system is called Multi-Lane Free Flow (MLFF), where vehicles do not need to stop at toll plazas. Tolls are automatically deducted from the vehicle owner’s account through FASTag, number plate recognition cameras, and artificial intelligence technology. However, sometimes due to technical reasons or insufficient balance, the toll is recorded but not paid, affecting government revenue.
New Definition of Unpaid User Fees
Under the new system, a clear definition of unpaid user fees has been established. This refers to fees that were due for the use of national highways but could not be collected despite being recorded through the electronic toll collection system. The ministry says this change will help the National Highways Authority of India (NHAI) make modern toll collection technology more effective.
No NOC Issued if Dues Remain
According to the new rules, if a vehicle has outstanding toll tax dues on a national highway, the vehicle owner will not be allowed to transfer ownership, nor will a No Objection Certificate (NOC) be issued for transferring the vehicle from one state to another. These processes will remain stalled until all outstanding dues are paid.
Important Change in Form 28
Form 28, used for vehicle transfers, has also been amended. Now, the vehicle owner will have to declare whether there are any outstanding dues at any toll plaza for their vehicle. If there are outstanding dues, providing complete details will be mandatory. The government is promoting digital processes, which means many aspects related to Form 28 can now be completed through the online portal.

After these rules come into effect, vehicle owners must maintain a sufficient balance in their FASTag and should not ignore any e-notices. Before selling, transferring, or renewing the fitness certificate of their vehicle, it is essential to ensure that there are no outstanding toll payments; otherwise, these important tasks may not be completed on time.
