8th Pay Commission: The eyes of all central government employees and pensioners are currently focused on the implementation of the 8th Pay Commission’s recommendations. Employee unions are demanding its speedy implementation. Once the new Pay Commission comes into effect, employees can expect to see a substantial hike in their salaries. In this context, a teachers’ association has now put forward a demand for a salary increase under the 8th Pay Commission.

Employee unions have also proposed significant changes regarding post-retirement benefits. Foremost among these demands is an increase in the basic salary of entry-level teachers. The Teachers’ Association has demanded that the basic salary be fixed at ₹134,500. Additionally, they have proposed raising the salary range for Level-1 employees to between ₹50,000 and ₹60,000. The exact extent of the salary hike will only become clear once the 8th Pay Commission is officially implemented.

Demand to Increase the Fitment Factor

The Fitment Factor will serve as the primary metric determining the magnitude of salary increases for various categories of employees under the 8th Pay Commission. A proposal has been submitted to raise the Fitment Factor from the current 2.57 to a range between 2.62 and 3.83. Fundamentally, the Fitment Factor is the multiplier used to determine an employee’s new salary structure. If the Fitment Factor is increased, employees could witness a significant boost in their overall earnings.

Furthermore, there is a demand to increase the annual increment rate from the current 3% to a range of 6–7%. A key demand raised by employees is that once the Dearness Allowance (DA) reaches the 50% mark, it should be merged with the basic salary. This measure would result in a higher overall salary base, thereby leading to enhanced retirement benefits as well.

Hike in HRA and Other Allowances

Additionally, teachers’ associations have recommended restructuring the House Rent Allowance (HRA) rates to 12%, 24%, and 36%, depending on the location. They have also raised a demand to fix the Transport Allowance at 12–15% of the basic salary, subject to a minimum floor of ₹9,000. A proposal has also been submitted to increase the Children’s Education Allowance from the current ₹2,800 to ₹7,000 per month. Meanwhile, in view of the current times, a demand has been raised for a digital allowance of ₹2,000. Changes to leave policies have also been suggested, with a proposal for 14 casual leaves, 30 earned leaves, and 20 medical leaves.
